Most public health emergencies are caused or exacerbated by an environmental factor, and the majority of environmental emergencies are likely to affect human health and well-being. The prevention, preparedness, and response to public health and environmental emergencies often require a level of technical expertise and resources that are beyond the capacity of individual states or institutions.
